Netherlands selects site for world's largest hydrogen offshore wind power project

The Dutch government has selected the site for the construction of the world’s largest hydrogen offshore wind project. The chosen location is off the coast of North Holland in the North Sea and is expected to produce enough energy to power more than 1 million homes.

The 1.5 billion euro project will use wind turbines to generate electricity, which will be used to produce hydrogen through electrolysis. The hydrogen will be stored on a nearby artificial island and transported by pipeline across the continent for use in sectors such as transport, industry and power generation.

This project is a key part of the Dutch strategy to reduce greenhouse gas emissions and achieve its renewable energy targets. It is also expected to create jobs and foster innovation in the energy sector.

The Dutch government has selected an area in the north of the Wadden Islands to develop the world’s largest offshore hydrogen production project. The area had previously been identified for offshore wind energy development, and is now considered ideal for producing up to 500 MW of electrolysis capacity and for transporting the hydrogen to land.

The project, which is expected to start operating around 2031, will be the first large-scale offshore hydrogen production application. Prior to the issuing of tenders, the Ministry of Climate and Energy Policy will work with stakeholders in the Wadden Sea region to address aspects such as the transport of hydrogen from the offshore wind farm to land and the environmental aspects of the project.

The project will be the first offshore wind farm connected to Gasunie’s offshore hydrogen transport network.
In addition, as a stepping stone for the 500 MW offshore green hydrogen project, the Dutch government will develop a smaller pilot project with an electrolysis capacity of between 50 MW and 100 MW. The location for the pilot project will be chosen later this year.

The Ten noorden van de Waddeneilanden site will also be auctioned in 2026 or 2027 for offshore wind energy development, with a commissioning year set for 2031.
